Managed by the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA), Office for Bombing Prevention (OBP), the Unit-Level Counter-IED Assessments (ULA) program is a no-cost, confidential capability and gap analysis initiative. It provides enhancement recommendations using a consistent and repeatable analytic methodology to evaluate the elements of planning, organization, equipment, training, and exercises (POETE) necessary for effective counter-IED operations at the local, state, and national levels.
The program supports the four federal, state, local, tribal, and territorial (FSLTT) public safety special operations professions identified by the 9/11 investigations as key stakeholders in preventing, protecting against, responding to, and mitigating terrorist or criminal incidents involving improvised explosive devices (IEDs) and/or weapons of mass destruction (WMDs). These stakeholders include Bomb Squads, SWAT Teams, Dive Teams, and Explosives Detection Canine Teams.
