McConnell, Patricia

Patricia A. McConnell is the team leader of the Negotiations Team for the Northern Illinois Police Alarm System (NIPAS) Emergency Services SWAT Team. She has been a member of NIPAS since 2003. As Team Leader, she has been involved in hundreds of negotiated high-risk incidents, including barricaded gunmen, suicidal subjects, and hostage incidents. She retired as a Sergeant/Watch Commander from the Winnetka, Illinois, Police Department in 2005 after 28 years of service. From 2005 to 2020, Patricia served as the Director of Investigations for the Office of Executive Inspector General for the Illinois Attorney General. Patricia has a Bachelor of Arts in Management from National-Louis University, Evanston, Illinois, and is a 1987 graduate of the Northwestern University School of Police Staff and Command and the 1994 Executive Management Program. Patricia is a Certified Inspector General and conducts annual Ethics Training for Illinois Attorney General Employees and staff. Patricia is an FBI-trained negotiator and a nationally recognized expert in police negotiations. She has conducted training and presented case studies at numerous conferences throughout the United States.
